But what does the switch actually cost once you add up the equipment, the electrician, the old tank and the rebates that quietly closed this year?

Here’s the short version. The oil to electric conversion cost in Newfoundland runs from about $5,000 for a single ductless heat pump in a small bungalow to $25,000 or more for a ducted system, a panel upgrade and a basement tank removal in a bigger St. John’s home. Most Avalon households land somewhere between $12,000 and $20,000 all in.

That’s a wide range because “going electric” means four different things depending on the house. This guide breaks down each option, the costs the heat pump quote tends to leave out, what’s left of the rebates, and what to do with the oil tank when the truck stops coming.

Every conversion has two halves. The electric half is the new heating system and the wiring to run it. The oil half is what happens to the tank, the furnace and the lines you’re leaving behind. Most people budget for the first half and get surprised by the second.

Add up the rows that apply to your house and you’ll have a more honest number than any single quote. The heat pump rows are ranges because installers price by brand, by the number of heads and by how far the lines have to run. The tank rows are firm because a standard outdoor tank is a known job.

Which kind of electric heat are you actually buying?

“Electric” covers a lot of ground, and the choice moves the total by $15,000 or more. Here’s how the four common routes shake out in a typical St. John’s house.

Ductless mini-split heat pump. One outdoor unit and one or more wall-mounted heads inside. It’s the cheapest way in, it’s efficient, and it’s the standard install on the Avalon. The catch is coverage. One head in the living room won’t heat the back bedrooms, so most homes keep baseboards or the oil furnace for the rooms the head can’t reach.

Ducted central heat pump. If your oil furnace pushes warm air through ducts, a ducted heat pump can take over the same ductwork and heat the whole house from one system. It’s the most complete conversion and the priciest, and it usually needs a 200-amp panel to run alongside a range, a dryer and an electric hot water tank.

Electric furnace. Same ductwork, no heat pump. It’s cheap to buy and dear to run, because it turns every kilowatt of power into one kilowatt of heat, where a heat pump moves two or three kilowatts of heat for the same power. It makes sense mostly as a backup, or in a house that’s about to be sold.

Electric baseboards. Simple, quiet, no outdoor unit to dig out of a drift. Also the most expensive way to heat a whole house through a Newfoundland winter. Most people who go this route pair baseboards in the bedrooms with a mini-split in the main room.

Take a homeowner we’ll call Marilyn in Mount Pearl. Her 1,100-square-foot bungalow had an oil furnace, a tank on a stand by the back door and a tag stamped 5-2027. She priced a ducted heat pump at $16,800 and a two-head ductless at $9,400. She went ductless, kept her existing baseboards for the two back bedrooms, paid $500 to have the outdoor tank taken out, and finished the whole job for just under $10,000. The ducted route would have cost nearly double, and she’d have needed a panel upgrade on top of it.

The costs the heat pump quote doesn’t mention

The heat pump quote covers the heat pump. Fair enough. But three or four other trades touch a conversion, and their invoices land separately. These are the ones that catch Avalon homeowners.

The electrical panel. A lot of homes built before the 1990s in St. John’s, Mount Pearl and CBS still run a 100-amp service. A ducted heat pump with electric backup, an electric hot water tank and a range can push past that. A panel upgrade is $2,500 to $4,500 with a licensed electrician, plus a Newfoundland Power service visit that can add days to the schedule. Ask the heat pump installer to check your panel before they quote, not after.

The hot water. If your domestic hot water came off the oil furnace, it goes cold the day the furnace goes. An electric hot water tank is another $1,500 to $2,500 installed. Some people go to a heat pump water heater instead, which costs more up front and less to run.

The oil tank. Under NLR 60/03, the provincial tank regulation, once a tank is disconnected you’ve got 30 days to empty it, remove the sludge, dismantle it, cap or remove the lines and tidy the site. The full text is on the House of Assembly site. Outdoor removal is about $500. A basement tank is quoted case by case, because it has to be cut down and carried up the stairs in sections. The oil furnace and lines. Taking out the old furnace is usually part of a ducted heat pump install, but not always. Confirm it’s in the quote. And the copper supply line between the tank and the furnace has to be drained and capped, not left full of oil under the basement floor.

Here’s where it adds up. A homeowner we’ll call Dwayne in Kelligrews signed for a ducted heat pump at $17,200 and figured he was done. Then the electrician found a 100-amp panel and quoted $3,600 to bring it to 200. The furnace had heated his water, so that was another $1,900 for an electric tank. The outdoor oil tank came out for $500. His $17,200 conversion finished at $23,200. Nothing was hidden or dishonest. It just wasn’t all in one quote.

What’s left of the oil to electric rebates in Newfoundland

This is the part that changed in 2026, and a lot of online advice hasn’t caught up.

The federal Oil to Heat Pump Affordability program, which paid a big share of a heat pump for oil-heated homes, closed to new applications on 31 July 2026. If you were already approved, your documents are due by 31 January 2027. If you weren’t, that money is gone. Natural Resources Canada still has the program page up with the closure details.

The provincial takeCHARGE Oil to Electric program had two streams. The general stream required installations and invoices dated between 1 April 2023 and 31 March 2026, so it’s closed as well. The low- and moderate-income stream is still running until 31 March 2027, with income limits and its own application process.

What that means for the budget: unless you qualify for the income-tested stream, plan to pay the full conversion cost yourself in 2026. Don’t let a salesperson quote you a “net after rebate” price on a rebate that’s closed. Ask for the gross number and check the program’s status yourself before you sign. Does the oil to electric conversion cost pay back on the Avalon?

For most homes, yes, but slower than the brochure says and faster than the sceptic at the hardware store says. Three things decide it.

How much oil you burn now. Pull last winter’s delivery invoices and add up the litres. Most Avalon homes go through a few thousand litres a season, and every litre you stop buying is money that stays in the account. The bigger the house and the older the furnace, the faster the payback.

How cold it gets, and how the heat pump handles it. Modern cold-climate heat pumps keep working well below freezing, but their output drops as the temperature does. A January northeaster in Torbay is exactly when you need the most heat and the pump gives the least. That’s why most installers on the Avalon recommend a backup: baseboards, an electric furnace, or keeping a small oil tank.

What you pay per kilowatt-hour. Check your Newfoundland Power bill for your rate. A heat pump running at two or three units of heat per unit of electricity is the whole reason the math works. An electric furnace or baseboards running at one to one is why some people convert and then wonder where the savings went.

A homeowner we’ll call Sheila in Paradise went a middle route. She put in a two-head ductless system for $9,800 and, instead of pulling the oil out entirely, replaced her 200-gallon tank with a 100-gallon backup tank for $3,100, which included removing the old one and a fresh HOST tag. Her furnace now only fires on the coldest nights. Her oil deliveries dropped from four a year to one, and she’s not relying on the heat pump alone when the wind’s coming off the bay at minus fifteen. What to do with the old oil tank when you switch

Whatever electric route you take, the tank needs a decision, and the province gives you 30 days from disconnection to make it. You have three options.

Downsize it. Keep oil as a backup with a 100-gallon tank at $3,100 installed. You get a new tag good for years, the old tank is gone, and your furnace stays as a safety net for the coldest stretch of winter.

Leave it. This is the one that gets people. A disconnected tank sitting in the yard past the 30 days is a compliance problem, and an old steel tank left full of sludge can leak into the ground long after you’ve forgotten it. If the tank is already leaking or you can smell oil, stop and call a professional right away, because a spill on the Avalon is a cleanup job measured in thousands, not hundreds.

Draining, cutting or moving an oil tank isn’t a DIY job either.
